Out of this encounter emerged the International Federation of Secular Humanistic Jews, a collection of ten national communities. A declaration of shared beliefs, called the Detroit Statement, was issued. The enthusiasm of the moment yielded the determination to make the message of Humanistic Judaism available to the Jews of the world. Every two years since 1986 the Federation has held a grand conclave in a major Jewish city. Brussels, Chicago, Jerusalem, Moscow, Paris, Tel Aviv, New York and San Francisco have been settings for the Federation meetings. Every congress has brought many members of our movement from distant places. Every congress has provided some of the excitement of that first encounter. Friendships and a powerful sense of movement solidarity have emerged from every biennial. Over the years many members of the Birmingham Temple, the founding community of Humanistic Judaism, have participated in these international get-togethers. One of the most important goals of the Federation was to establish a presence in Israel. While the founders of Zionism and the overwhelming majority of the Israelis were secular, they had never arranged to create a Secular Judaism. For most of them Judaism was something religious, a negative creation of the Diaspora which inhibited a healthy Jewish nationalism. They wanted nothing at all to do with congregations, rabbis and religious rituals. They found their Jewish identity in speaking Hebrew and celebrating the culture of modern Israel. They saw no connection between what they valued and Judaism. Their secularism was heavy in its rejection of the Jewish past and in its inability to see the continuity between the Jewish past and the Jewish present. Israeli secularism had many problems. It was able to establish vital communities among the small number of farmers in the Kibbutz movement. But it was not able to generate dynamic communities in the urban areas where most Israelis lived. It also suffered from a philosophic problem. As the national liberation movement of the Jewish people, Zionism mobilized people for an intense nationalism and a profound experience of group solidarity. But it was not geared to address the individual needs and anxieties of the individual Jews. Its focus was collective, not personal. Many of the children and grandchildren of the Zionist pioneers were searching for a philosophic and `spiritual' message that Zionism was not equipped to provide. In the last few years there has been a breakthrough on the Israeli scene for Humanistic Judaism. Sivan Malkin Maas was ordained at the Birmingham Temple in 2005 as the first Israeli Humanistic Rabbi. She returned to Israel--and together with her father Yaakov Malkin, one of the major voices of our movement--organized an extension of our Rabbinic Program in Jerusalem. Nine extraordinary Israeli men and women were recruited to enroll in the program. Their enthusiasm--and the publicity attendant on the emergence of `secular rabbis' in Israel--generated a second class of seven students and a third year class of thirteen. A dramatic new website has emerged which advertises the availability of these rabbinic candidates to provide Humanistic weddings, funerals, birth celebrations and Bar Bat Mitzvahs. New secular communities have been organized. New adult education programs have sprung up all over the nation. A Secular Humanistic Jewish presence has assumed its place in Israel. All this exciting development meant only one thing. The next biennial meeting of the International Federation had to be held in Israel. It had to coincide with the first ordination of nine Humanistic Rabbis in Israel. It had to be centered in Tel Aviv, the cultural and intellectual capital of secular Israel. It had to bring dozens of Humanistic Jews from North America, Latin America, Europe and Australia to experience this amazing success and to taste the wonders of Israel and even Jordan. We had an `appetizer' for this biennial at the Colloquium last October. Our nine rabbinic candidates from the first class came to Detroit to experience the Birmingham Temple and to witness American Humanistic Judaism. They were excited by what they discovered--and we were excited by their talents and their promise. And now the invitation.
